On November 12, 2025, Pakistan’s parliament passed the 27th Constitutional Amendment, granting Field Marshal Asim Munir lifelong legal immunity and elevating him to the newly created post of Chief of Defence Forces (CDF).
Under this amendment, Munir will have constitutional authority over the Army, Navy, and Air Force, while officers promoted to five-star ranks will retain their rank and privileges for life.
The change abolishes the chairman of the Joint Chiefs of Staff Committee post and creates a National Strategic Command responsible for nuclear assets, centralizing military command.
Critics warn that the move undermines civilian oversight, weakens the judiciary, and entrenches military dominance through institutional power.
